  The Closest kite shop in LA is Kite Connection on the Huntington Beach Pier.

  Here are a couple other kite sites that may have what you are looking for.

  www.gwtw-kites.com
  
  Any open beach is the best place to fly them. Just keep your line length shorter than it reach to any cars.
